What it involves

Centre Revisions La Seu is an authorised medical centre for the physical capacity and psychological aptitude tests required by the licence for potentially dangerous animals (llicència d'animals potencialment perillosos).

Once the assessment is complete, we issue the corresponding certificates so that you can submit them to your town council (ajuntament) together with the rest of the paperwork. The assessment is carried out on the applicant, in a single visit, and the photograph is included.

When do you need this medical?

The licence for keeping potentially dangerous animals is an administrative authorisation confirming that its holder meets the requirements to own, handle, control or walk these animals safely. In the case of dogs, you need it both to be the owner and to take the dog out in public spaces.

Applying for the potentially dangerous animal licence for the first time.

It is not only owners who need it. Family members, carers, professional dog walkers, shelter volunteers and kennel staff may need it too: anyone who regularly walks the dog in public spaces.

Which dogs are considered potentially dangerous

In Catalonia, dogs of the following breeds are among those considered potentially dangerous:

Staffordshire Bull Terrier
American Staffordshire Terrier
Rottweiler
Dogo Argentino
Fila Brasileiro
Tosa Inu
Akita Inu
Bullmastiff
Dobermann
Dogue de Bordeaux
Neapolitan Mastiff
Presa Canario (Dogo Canario)
American Bully

Classification does not depend on breed alone. It may also cover crosses of these breeds, dogs with certain physical and morphological characteristics, animals that have shown markedly aggressive behaviour, dogs involved in attacks on people or other animals, dogs trained for attack and defence, and any other breeds added by local by-laws.

If you are unsure whether a dog falls into this category, check with the relevant town council.

What does the check-up involve?

The purpose is to confirm that the applicant has the physical and psychological condition needed to care for, handle, control and restrain the animal properly, avoiding risk to other people, other animals or property.

Medical history and general health — Review of general health and of relevant medical history.
Vision — Assessment of sight and visual acuity.
Hearing — Assessment of hearing.
Musculoskeletal system — Examination of the mobility and strength needed to control the animal.
Neurological system — General neurological assessment.
Coordination and perceptual-motor skills — Assessment of coordination and motor response.
Decision-making — Assessment of your ability to decide and react in unexpected situations.
Psychological assessment — Psychometric test carried out at the centre itself.
Mental, behavioural or personality disorders — Assessment of any that could affect safe handling of the animal.

The tests are designed to confirm that there is no illness, impairment or limitation that would prevent you from properly controlling a potentially dangerous animal.

What the psychometric test involves

The assessment includes a psychological evaluation of the aptitudes needed to take responsibility for a potentially dangerous animal.

It is not an exam on dog breeds, training or legislation. Its purpose is to confirm that you have the psychological capacity to control and handle the animal responsibly and safely.

What to bring

Valid DNI or NIE.
Your current licence, if this is a renewal and you have it to hand.
Medical reports on illnesses, medical history or treatments that may be relevant to the assessment.

You do not need to bring passport-style photographs: we take the photograph for the certificates at the centre. You do not need to bring the dog either, as the assessment is carried out on the applicant only.

How does it work?

  1. You book an appointment at the centre.
  2. We check your documents.
  3. We carry out the medical assessment.
  4. We run the vision, hearing, motor and perceptual tests required.
  5. You complete the psychological or psychometric evaluation.
  6. We take the photograph.
  7. If the result is favourable, we issue the certificates of physical capacity and psychological aptitude.
  8. You submit the certificates to the town council with the rest of the paperwork to obtain or renew the licence.

After the centre: the procedure at the town council

The licence is applied for and renewed at the competent town council (ajuntament). If you are applying only in order to walk or handle potentially dangerous dogs that are not yours, you should approach the town council that corresponds to your address and to the applicable administrative criteria.

Application form and any documents required by the town council.
Certificate of physical capacity.
Certificate of psychological aptitude.
Proof of third-party liability insurance.
Payment of the municipal fee, where applicable.

Other requirements

Being of legal age.
Not having been convicted of certain offences.
Not having been judicially deprived of the right to keep potentially dangerous animals.
Not having been penalised for certain serious or very serious infringements.

National law sets a minimum level of cover for third-party liability insurance, but there may be additional regional or municipal requirements. We recommend checking the exact paperwork required by the town council where the licence will be processed.

The certificates confirm only the physical capacity and psychological aptitude of the applicant. Granting, renewing and processing the licence are the responsibility of the competent town council (ajuntament), which will also check that all other legal and administrative requirements are met. We do not process the licence at the centre.
